Service period of three years for one procurement. 2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實(shí)政府采購政策需滿足的資格要求：本項(xiàng)目為預(yù)留份額的采購項(xiàng)目，預(yù)留份額措施為整體預(yù)留(專門面向中小企業(yè))。        

(b)Qualification requirements to be met to implement government procurement policies: This project is a procurement project with reserved quota, and the reserved quota measure is overall reserved (specifically for small and medium-sized enterprises)        

(c)本項(xiàng)目的特定資格要求：（1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定。
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單。
（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項(xiàng)目的其他采購活動。
（4）法人依法設(shè)立并領(lǐng)取營業(yè)執(zhí)照的分支機(jī)構(gòu)參加政府采購活動應(yīng)當(dāng)經(jīng)由其法人授權(quán)。法人與其分支機(jī)構(gòu)或者屬于同一法人的不同分支機(jī)構(gòu)不得參加同一合同項(xiàng)下的政府采購活動。

(c)Specific qualification requirements for this program: (iii) If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.(iv) Branches established by legal persons and obtaining business licenses in accordance with the law shall be authorized by their legal persons to participate in government procurement activities.
